Local Legends League (LLL) Terms and Conditions

Welcome to the Local Legends League (LLL), a donor recognition and community engagement initiative managed by the Windham Republican Town Committee (WRTC). Participation in this program and any related activity indicates agreement with the following terms:
1. LEGAL COMPLIANCE
All contributions made through this campaign are political donations and subject to:
a. Federal Law: Federal Election Campaign Act of 1971 (FECA), as amended, and FEC regulations
b. Maine Law: Maine Campaign Reports and Finances Law, administered by the Maine Ethics Commission
c. Local Law: Town of Windham ordinances and any additional reporting requirements
2. CONTRIBUTION RULES
a. Contributions must be from personal funds and not reimbursed by another party
b. Donors must be U.S. citizens or lawful permanent residents
c. Donors must be 18 years of age or older
d. Corporate contributions are prohibited unless registered and reported in compliance with 21-A M.R.S. § 1056-B
e. Contributions are not tax-deductible under federal law
3. PRIVACY AND TRANSPARENCY
a. Donations over $50 must include the donor's name, address, occupation, and employer
b. WRTC files campaign finance reports with the Maine Commission on Governmental Ethics
c. Donor avatars and public recognition tools are completely optional
d. Data is stored securely and not sold or disclosed beyond what is required by law
4. RECURRING CONTRIBUTIONS
a. By joining the LLL, you authorize monthly contributions until you choose to cancel
b. You may cancel at any time by emailing dmeehan13@roadrunner.com
c. WRTC adheres to Maine Ethics Commission Advisory Opinion 2022-01 for recurring donations
5. REWARDS AND PERKS DISCLOSURE
All gifts and collectibles provided through LLL giving tiers are promotional thank-you items. They:
a. Are not prizes, contests, raffles, or sweepstakes
b. Have no cash value and are not transferable
c. Do not provide any political influence or benefit
d. Are incidental to the act of contributing
6. GIFT CERTIFICATE POLICY
a. Gift certificates used in WRTC promotions are donated by local businesses as in-kind contributions
b. These are reported per Maine law (Title 21-A, §1012(2)(A)(5))
c. Contributions are used only for campaign purposes, such as events or outreach
d. No goods or services are exchanged in return
e. Acceptance does not imply endorsement of any business
7. TRADING CARD DISCLAIMER
a. LLL trading card packs and digital thank-you rewards are commemorative, randomly distributed items
b. They are not part of any contest, lottery, or sweepstakes
c. They have no monetary value
d. They are not endorsed by or affiliated with the individuals depicted
e. Some cards may depict real political figures or media personalities in a satirical or parodic context, protected under the First Amendment
8. SPIN IT TO WIN IT
Spin It to Win It is a promotional thank-you activity provided as part of the Local Legends League. Participation is not a contest or lottery and:
a. Is available without a donation by request
b. Offers randomized, commemorative items with no cash value
c. Is fully compliant with Maine law (17 M.R.S. § 1831 et seq.) and consumer protection statutes
d. Is designed solely for community engagement and donor appreciation

a. 50 Monthly Digital Thank-You Cards (WRTC-A-001 to A-050) for 6-month donors
b. 14 Maine Governor Icons (WRTC-G-001 to G-014) for 1-year donors
c. 8 Volunteer Vanguard Cards (WRTC-V-001 to V-008) for active volunteers
d. 1 Voting Member Card (WRTC-A-SA1) for 4-year monthly givers
e. 4 Distinguished Legend Cards (WRTC-A-DL1 to DL4) for historical recognition
f. 10 Discord Directive Cards (WRTC-A-AH1 to AH10) as satirical commentary
g. 26-Card Bonus Pack for $500+ one-time donors, including a mix of LLL, Governor, Vanguard, Legend, and Directive cards
10. DONOR RECOGNITION & AVATAR PROGRAM
Participation in public donor recognition is optional and includes:
a. Custom avatars for donor profiles
b. Donor of the Month spotlights
c. Use of image on the WRTC website or social media
11. REQUIREMENTS
a. Submission of a photo to dmeehan13@roadrunner.com
b. Consent to use likeness for promotional purposes
c. Must be 18+ and own the image rights
12. LEGAL NOTICE
a. Use is revocable at any time by written request
b. Images are not sold or shared outside of WRTC
c. Data is managed in accordance with Maine law and FEC guidelines
13. DELIVERY TIMELINE DISCLAIMER
LLL thank-you gifts are typically delivered within 4 to 6 weeks after a qualifying donation. Delivery may be delayed due to:
a. Financial processing times (e.g., credit card settlements)
b. Updates to donor account or contact information
c. Scheduled fulfillment batches
